AHIP, Blues and HL7 to work on PHRs

America's Health Insurance Plans and the Blue Cross Blue Shield Assn. have joined with Health Level Seven to maintain portability standards for personal health records.
AHIP and the Blues developed an implementation guide that includes technical standards, a data dictionary and operating rules to help facilitate the transfer of PHR records between plans.
The groups have turned over the technical standard component to HL7 for long-term maintenance.
Several health plans have entered the personal health records market, but many PHR systems cannot follow the patients to a new plan. The groups hope that portability will encourage more patients to create PHRs.
