Parental notification on California ballot

California voters will decide on a statewide measure that would mandate parental notification before a minor can receive an abortion. Proponents collected enough signatures to put the proposal on the November ballot. The initiative would require physicians to notify a minor's parent or legal guardian at least 48 hours before performing the procedure. Doctors found in violation of the law would be liable for money damages. Patients could seek a waiver from a court.
Planned Parenthood Affiliates of California Inc. plans to fight the initiative, saying it would deter patients from seeking proper medical care and counseling. Voters rejected similar measures proposed in 2005 and 2006. The California Medical Assn. said it is evaluating the ballot proposal but has taken no position on it.
